Традиция, в соответствии с которой член Конгресса - представитель большинства, дольше других проработавший в комиссии, становится ее председателем. Если он представитель меньшинства, то получает определенный ранг по возрасту. С 1970-х гг. эта традиция стала играть меньшую роль. В обеих палатах кандидаты на посты председателей выбираются на собраниях партийных фракций [caucus] своими коллегами по партии. Конгрессмены, не переизбранные на новый срок, после очередного избрания (или смены комиссии) должны вновь занимать нижние позиции в списке старшинства
